Cities have invested in the shelter system as a way of legalizing enforcement. From 19 81 to 19 89, the housing and urban development budget was slashed by almost 80%. So tax cuts led to homelessness. If it means they pay lessen taxes, they do not mind if other americans are homeless? Why?
