Is There a Censorship of Mining Pools?

There has been recently a site built called Miningpool.observer which keeps an eye on every mining pool out there, whether or not they're doing any censorship. This is not trivial to detect because it's a disequial process, right? So if you're paying once a touch per byte and the mempool is very busy, then no pool will mine your coin. That's just because you're not paying enough. But at some point, you can see, OK, you're paying a very high fee by any measure we think this should have been in the next block.
