The weak hands benefit from foes and they also don't mind having to fall if they get raised. If you have nines on the jacket six-flop, you hate getting raised. Some of your really nutty hands go into that smaller betting range because your opponent has incentive to raise it. And then you win more money with those very strong hands depending on the stack depth.
