Are the Romans Really Keeping Armies in the Field?

Long service military veterans angry with nothing to do, sounds like a recipe for a political change. Reminds me a little o the frycorps in germany, or the bonus marchers in our own history. And this opens the new populare style of roman politics, which is appealing to the urban plebs who are feeling negative facts from rome's imperial triumph rather than directly into their hands.
