Flight Sciences vs Systems Engine?

Systems engineering is more like management, were it's likt tracking numbers. And i think we could have a little bit more say in the design. So anything that's not like people designing specific hardware is generally what flight sciences owns. The configuration really does have such a strong impact expet especially for things that are flying this fast.
