There's been a taboo around going after russian state actors responsibility in the syria conflict, then we would necessarily have seen similar actions taken in ukraine. So not only is redress critical for syrian victims and survivors, is actually critical for the globe because what it means about a sort of culture o impunity that's incredibly corrosive.
