The director of foreign operations district administers the internal revenue laws applicable to taxpayers residing or doing business abroad, foreign taxpayers deriving income from sources within the United States. So when an IRS employee is speaking with you about income tax and says his or her authority is delegated from the district director, to which authority do you imagine it is related? I gave you only those two choices because the district director only has those two authorities.
