The US says that Ukraine is running out of artillery shells so the cluster munitions are being sent. Russia has been using cluster munitions since the start of this war to attack Ukraine. The UK, Germany, Canada, New Zealand have all come out against this decision.

President Biden and other world leaders say it’s too dangerous to admit Ukraine into NATO while it’s at war with Russia. But, to the dismay of allies, the US will send cluster bombs to the front.
