Thomas Jefferson used the term "states rights" to refer to relationship between states and federal government. Most people don't actually believe that no state has the power to do anything, Tom says. If they think that some level of government has thepower to have a police force or something, well, if the federal government federalized the police force, that would be violating the rights of the states.
