How Can Declining Powers Be Disruptive?
declining powers that are not status quo powers. They don't want to keep the system as it is, these are problematic agents in the system because of their erratic behavior. A collapse of the system of globalization and all these s would be a disaster for china. Whereas i think from the russian perspective, and maybe specifically president putten and his team, russia does not have a stake in this system as it's organized. And t has many, many grievances.
