What's the Green Paper Saying About SCN?

75% of local authorities spend between 5% and 22% or something on SCN. And you just think to yourself, there are a lot of students that need to be covered with respect to those local authorities funding. It's about whether or not a child might need a taxi to school... All of those kind of things, they all cost money. So this green paper was published earlier this year. I see that you welcome broadly the recommendations of this green paper. What is this green paper setting out, and what is being proposed? Basically they want to establish a new national send and alternative provision system.
