Social Science Isn't Building on Commonly Accepted Beliefs

Social science doesn't spend a great deal of time thinking about the future. Many younger social scientists now say it his pretty career threatening to really work on speculative things. A generation out, you won't be rewarded in terms of the peer reviewd journals you publish in. You'll find it hard to raise money for this sort of work. But i think that kind of work can be done seriously, rigorously with the best available knowledge. It doesn't have to rest on a complete consensus about how human nature works or what makes societies tick. That's not the barrier.
