We've already warmed more than one celsius, we have to deal with the impacts of that. There's a huge sense in which ambitious action now to limit the amount of warming can pave the path for a really sustainable future. But it is true that this is a problem that has important international dimensions, and it can't really be solved without action at every scale,. state, national and international.
