The idea that laws of physics evolve over time is certainly one that has been discussed. Lee Smolin, former mindscape guest, proposed precisely a theory that he calls cosmological natural selection. The mechanism by which you made a new universe inside a black hole and the mechanism by which that new universe has slightly different laws of physics was just never specified. There's no known reason why physics should act that way.
