Kennedy's administration asked Thomas Schelling to design a game inspired by the real-life crisis in Berlin that Kennedy had faced just months before. The game consisted of two teams, blue and red, representing the Americans and the Soviets. They played three different times, but every game ended with the same outcome, no nuclear war. But Schelling noticed a pattern, one issue kept coming up in every game, communication. It was just amazing how poorly each team had signaled its intentions. Things they thought were strongly threatening weren't so recognized on the other side.
