Shadowrun: A World of Languages

Shadowrun has like four levels for each language, but I think that's too much granularity. There are very, very smart people who only speak one language. And if you are going to assume that every player character can automatically read and write every language they speak, then they've probably been required to learn multiple languages. But I'm not sure that much thought actually went into it.
