Is the EDP a Reference Adjustment?

The EDP would use the adjustment proposal from the commission, at the reference path, as to describe the degree of fiscal effort that the country is suspected to do under the EDP. And so it really all comes down to whether that reference adjustment scenario is sufficiently ambitious or not. There are hints that there might be and I'm not completely reassured by a legalist reference to the current TSA approach.
