The Rachaelkott report into the Iraq war is due to be published next week. In it, Ken Klarmay says there was no plan in place for what would have happened if parliament had voted against a 2003 invasion. The consequences of such a vote are not discussed by other players on the world stage - and that's just as well because they wouldn't know how to cope without them.
