Did the Cosa Government Really Substitute Energy?

Most of the miners that were told to shut down were in the southern part of kosakstan, if i remember correctly. The cosa government was importing a lot of e energy for that re and subsidizing it. That's where a ton of the hash rate was moving towards an to in cosackstan. I don't think they were actually creating a ton of new jobs with some of the the outfits they had set up there.
