Confucian rules of the times were very strict in terms of, well, not so much for a bit. In 1770 an official estimated there were some 8,000 boats just around Canton that were used almost exclusively for prostitution. Nai-en-chang had at his disposal 19,000 men and he was going to go out and fight some 60,000 pirates - clearly those are not good odds. Besides lack of manpower, there are other problems. The Manchu rulers didn't really trust their own army, so they didn't want to create big army units for fear that they would rebel.
