Negotiators from Vanuatu first brought this idea up at a UN Climate Negotiation Summit in 1991. More than 20 years later, Yab Sano was representing his home country of the Philippines when a super typhoon destroyed his hometown. He announced he was going to start a hunger strike until rich countries agreed to help him prepare for disasters that will become more severe and more frequent with climate change. Global North countries agreed to create a fund of $100 billion per year by the year 2020 but have since backtracked on their commitment.
