The problem of how to design moral machines is a major engineering challenge. There's no account of moral values that's both comprehensive enough and universally accepted. The particular values around which people organize their responses and practices vary from culture to culture. So, for example, human rights don't tell you how the self driving car should weaigh the li ives of it's passages against the lives of the pedestrians.
