FIFA seems less prescriptive and more purposive, if that's the right word to say. But I'd be hugely shocked if the right people at the right organization hadn't been consulting with FIFA on what can and can't be done. The Saudi Pro League is going hard out by recruiting very good players - maybe not quite their peak, but still very, very good players. What they will lack in quality, though, will always be an issue unless you go fully internationals us. You know, there's certainly checks there in terms of quality with the odd cross too.
