The BBC Isn't a Journalistic Polyfiller.

The BBC has a contract with license fee payers across the UK to provide them with local services that feel relevant to them. There are some parts of England, and indeed some parts of the devolved nations, where we see larger deficits than others. And part of the plan is to address that in four particular towns and cities. The notion that an additional service suddenly has an immediate detrimental impact on a competitor I don't think holds true.
