The majority of our water usage comes from toilet flushing. Showers and clothes washing seem to be baked right into human life at roughly the same rate no matter what. When we did things like required flow limited toilets and washing machines, all that happened is people had to flush more and run their laundry twice. So in the end, they're still using roughly the same amount of water.
