Instadip uses open street map to extract as much data as possible. It's very similar in principle to what DeepMind did with alpha zero. What you're setting up is basically a full simulated environment of the city. And you can learn by doing. So the system will initially make random decisions, and then progressively realize what is good and what is less good and learn from there.
