The Politics of Paying for Performance
Right now, the way that the federal government and USA traditionally tends to think about these kinds of typically newer approaches to solving programs is to fund them through smaller innovation budgets. We should be looking at what are these programs that are yielding the highest return on investment and funding them out of the general account where we can bring them to scale. So having some kind of codified proven solutions program where we are prioritizing those most cost effective interventions I think is one idea. A second is just re-looking at a lot of the ways that we're getting money out of the door so that we flip the model on its head, including by paying for outcomes instead of for programs.
