Zachary: I don't think the Russia-Ukraine war was the decisive factor. He says allies are most unsettled by any talk on the part of the U.S. on no first use because a fair reading of no first use would call into question our willingness to use nuclear weapons in the event of an attack on an ally. The challenge is just that China is doing this very rapid nuclear buildup, and Russia is doing all kinds of things both on the conventional side and threatening things on the nuclear side. North Korea is building up. In light of all of this, I think it would have politically been really hard for them to defend and approach that basically de-emphasizes
