The Importance of Disdiscretion in Law Enforcement

Will Marshall: It's not part of your training as a cop to have an exhaustive knowledge of your municipal, state, or federal law. But discretion is also important for this reason. The legal system is more democratic on a local basis than is typical because they're responsive to elections in a population that is worried about various things. And then you see that the federal system has very little few ways of intervening in the structure or of redistributing wealth.
