Parental Licensing

I think of parental licensing as a licensing scheme that would prevent individuals who have had a child from raising the child if they do not pass the licensing test. I've just got these dystopian nightmares going through my head of you have your child and the state for whatever reason thinks that you won't be able to raise it well.
