The Predictive Power of History in American Foreign Policy
When you have authoritarian regimes civil, the ecosystems of civil society kind of pulled away. And so it becomes very easy for the personalist rulers of countries to see themselves in this grand narrative of their country's history. So I don't know that I have kind of a definitive answer for the question of whether the past is more predictive in one set of regimes than another.
