The Thousand Brain's Theory
Hawkins calls this the thousand brain's theory to capture the fact that the cortex is creating tens of thousands of models. They don't come together, but via long-range connections they vote and create a consensus about what is being perceived. This also makes sense of the paradox that most of what the cortex does is unconscious. Hawkins argues that it explains why current AI systems are not truly intelligent.
