The Letters of a Way of Kings - Part Two

There are two letters in the epigraphs of a way of kings. The first one we are pretty sure is written by hoy. And then it seems to be that the second letter is a reply utter to hoy. So the question remains, in letterone, who is hoyd writing to? And in letter to, who is the author? But hoyd seems to be involved in both these letters. How do you want to tackle this?
