Congresswoman Bass and Senator Van Halen are crafting a bill now where they would create an entity in the community separate from the police that would handle certain calls so if 911 calls come in for maybe a domestic violent situation or mental health situation or a homeless situation then the police would not be involved. "I bet you we'll do a lot more good than we'll do damage," he says of social workers, who can bring values into their work.
