By the second century, rome itself had long outgrown the forum. Various rulers built additional forums near the original to accommodate increase in population and economic activity. It was in these forums that the famously litigious romans sued the bejesus out of each other every day. The court room sessions would begin in the morning and were supposed to be wrapped up by noon. But like i say, things never ended on time.
