There were orders of magnitude difference between the best and the good. Even then, you thnk its uk, extremely high variants across different programes. Perhaps also just this fact that often canget lik had these little, like, little programs that cost vor y little that have amazing benefit to cost ratios. But li can't really be scaled up that much, or you can't spend that much money on them. So it's true that you're not probably going to end up spending all of your agricultural bugget on mobile phone agriculture things - but there's huges returns to getting that right.
