We need to view siber as one component of a broad set of tools and capabilities. To not assume that it means the russians are not good in siber but at high lightsas they have a cent of capabilities that excel in certain circumstances, but do very poorly in others. And right now they're in a circumstance where they're doing very poorly in many ways because it doesn't play to their strength.
