If we're willing to disable 100% of people who have molested children in order to counteract a 5% risk that one of them is going to do it again then that's the decision we should make on the basis of the best evidence that we can muster. I think this is broadly speaking the biggest problem we have with public policy. They want to throw a bunch of words around and not actually define the problem and not be clear in what they're doing, he says.
