The Reason for a Low FSI in Mumbai
Mumbai has gotten into a negative equilibrium, it's gotten into the wrong equilibrium. The initial argument was that if you allow people to build really tall buildings, you'll have too much congestion. But actually, when you've got so many people in such a small area of land, you want to make as much use of that land as possible.
