There was a time when there was a very small, but not infinitesimal probability that something catastrophic would happen soon after the manhattan project was convened. The human brain is just really bad at computing abilities when infinities and infinitesimals are involved. It's reasonable to say that facing this risk was a perverse sort of public good in that the leaders were making the choice on behalf of everyone,. Whether constituents liked it or not. And none of the leaders really had to wrestle with his own greed.
