McCarthy, I Think It Was a Bit of Both

McCarthy wanted to be speaker back in 2015, and it was a conservative block of lawmakers who stopped him. After that experience, he really worked to build relationships with the hard right in his party. He embraced Donald Trump, hugged him very close. So I think he thought that some of those relationships would eventually bear fruit and give him the votes.
