The Differences Between Debt and Capital Investment
You can have fiscal rules about keeping debt under control and invest at the same time. It's not like an either-or debate. We need institutional investment, and we've talked about some reforms. There are a whole host of infrastructure projects in the UK that could be delivered today but they're not happening because of public infrastructure bottlenecks. You can be fiscally responsible on debt whilst investing in the country and moving the dial investment,. The task is for us to do both of those things. If you want more money for day-to-day spending, you've got to try and find it within your existing budget. Whereas for capital investment, this is the Green Prosperity
