John Stuart Mills on Liberty, published in 1859, is probably the most influential work on freedom of speech ever written. Mill saw that as the population became enfranchised, the political system was becoming increasingly identified with the will of the people. He thought there was no serious doctrine that laid principles that protected the people from a government of themselves.
