He would agree to help him with financial aid and also supplies in exchange for one thing: Free all enslaved people in Venezuela. Of course he was going to do it, but that was a very tall order that had to be completed. In 1816 they returned to Venezuela with an army and started to win some victories. But then they get defeated,. They're scattered and in July he was then forced to return to Haiti. So petty and his friend then goes and agrees.
