Gandalf is a prophet in both senses. He's not just telling about the future he's very much talking about the present. Tolkien didn't want to write something that had a palpable design on, okay, I'm going to make you think in a certain way. Keats also talks about something he calls negative capability where the author can reside in doubt, mystery, and uncertainty.
