The lack of workers in retail stores I think is a huge problem no matter the city you're in. Stores have sort of this long term existential issue going on where a lot of the biggest retailers are going to be publicly traded, which means that they have to report results every three months. One of the best ways to goose profits to make investors happy is to find ways to cut expenses.
