Behavior, the Control of Perception
Behavior is a way of controlling the internal states ultimately of an organism's cells. So even if we think of mostly immobile single celled organisms that can't really move, it still has to get rid of waste and ingest nutrients. I mean, there's certain control policies that one can do without much of a nervous system or muscles or anything. And so it's complementing the environment so that the entire system that you are maintains itself.
