The Progressive Practices in HR at Local Levels
State, local governments are ahead of state governments in terms of the need for diversity and equity. When I was at Montgomery County, we started talking and looking at Representative bureaucracy 15 years ago. Most states have had, most progressive states, and you may have gone to that. Just because they're able to do that, they sow the need and we started crafting policies to achieve that goal.
