China has been dangling the prospect of an unreliable entity list for years now, but never really brought a lot of pain to america firms that have exposure in china. So why do you consider this list to be the atomic bomb of coercit economic measures? And what's going on here with the hesitancy to put this on the table? That's absolutely a great question. China definitely has been pondering the non reliable entity list for a long time. And it wasn't really until last year that they finally promulgated one and so far, there have been no enforcement activity. It seems like this law is, i will say, more bark than bite.
