Shouldn't Injectable Pens Be Just in Schools?

About 30 % of people that even had an injectable device didn't use it when they should. Couldn't they, or shouldn't they be just on premise at restaurants and lots of public places? I think so, but i don't know the exact numbers. Even if one person isn't carrying it or doesn't get access to it, that's one person too many.
